MINUTES <br />PLANNING COMMISSION <br />AUGUST 10, 2006 <br />Planner reviewed the criteria wherein the parking of commercial vehicles <br />would be considered a permitted use in the business and industrial <br />districts. That criteria is as follows: <br />1. Vehicles may have no more than two axles. <br />2. Vehicles must be licenses and operable on their own power. <br />3. Vehicle parking must be accessory use to a principal use on the <br />site. <br />4. Commercial vehicles may not occupy required parking spaces <br />on the site. <br />The City Planner noted that the parking of vehicles Chat do not meet these <br />criteria would require a Conditional Use Permit for open and outdoor <br />storage. <br />Duray asked about the limitation to two axles rather than weight. The City <br />Planner indicated that the axle limitation is easier to enforce than a weight <br />limitation. He further noted that the largest vehicle type that would have <br />two axles would be a step van. <br />Duray recommended approval of an ordinance amending Section 903 of <br />the Zoning Code pertaining to parking of commercial vehicles for <br />commercial and industrial properties as recommended by the City Planner. <br />Motion seconded by Socha. <br />Motion carried 6 - 0. <br />FENCE The City Planner reported that the Commission has been asked to consider <br />PERMITS & amending the Zoning Code relative to fence permits and the establishment <br />DRIVEWAY of driveway standards. The Planner noted Chat the Code currently requires <br />STANDARDS a "building" permit for fences. Given that fences are exempt from <br />building permit requirements, the proposed amendment would merely <br />eliminate the word "building" from the Code. The result would be that a <br />"Fence Permit" would be required for the construction of all fences. <br />The Planner reported that the Council has established the requirement of a <br />permiC for driveway construction given the need to ensure that setback and <br />other Code requirements are being met. Based on the driveway permit <br />requirement, the Commission has been asked to make a recommendation <br />relative to the establishment of driveway standards as well as thresholds <br />for requiring unpaved driveways to be paved. The Planner reviewed his <br />report dated August 4, 2006 and noted the listing of thresholds for <br />consideration. He noted that the lowest threshold would be to require all <br />4 <br />
