MINUTIJS <br />PLANNING COMMISSION <br />AUGUST 10, 2006 <br />McGraw commented that newer communities do not have the problem of <br />non-conforming driveways since paving is required for new construction. <br />The Planner stated that that is correct. <br />The Planner stated that if the Commission can reach a clear consensus on <br />the paving issue, he will drafr an ordinance amendment for presentation to <br />the council. The other option would be to research what neighboring <br />cities are doing and bring Che discussion back to the Commission at its <br />next meeting. <br />Socha stated that she felt paving should be required for new conshvction, <br />including new garage construction. Duray agreed. Rheaume pointed out <br />the scenario where a stall is being added to an existing garage, and <br />questioned the need to require that the driveway be paved. Rheaume felt <br />the paving requirement should apply only to new construction. He pointed <br />out that the problem will noC get any bigger. Barraclough agreed. <br />Socha asked about a newly constructed garage. Barraclough pointed ouC <br />that the paving requirement may impede property improvements. He <br />agreed with Rheaume that the problem will not increase, and felt that <br />property owners would be able to decide for themselves when the time is <br />righC to pave their driveways. <br />Duray felt that the paving requiremenC should kick in at a certain <br />percentage of property improvement. <br />Barraclough pointed out that the paving would be an additional expense <br />on top of the cost of the improvement. Barraclough felt that a property <br />owner would come in for a building permit, learn of the paving <br />requirement, and the additional cost would force the improvement from <br />happening. <br />McGraw stated that he could understand the concerns being expressed, but <br />felt an addition to a garage or a new garage had a direct connection to the <br />driveway, thus the paving requirement should be imposed. McGraw <br />acknowledged Chat the unpaved driveway problem will not get any worse, <br />but noted that it will also not get any better for neighboring properties. <br />McGraw felt the paving requirement should be in place for new <br />construction, new garages and garage additions, but not required for <br />storage buildings that do not have a driveway. <br />Duray felt that the issue should be table until the nexC meeting so that the <br />Planner can provide information on what neighboring communities are <br />doing. <br />
