MINUTI/S <br />PLANNING COMMISSION <br />AUGUST 10, 2006 <br />Rheaume felt that property owners with unpaved driveways should be <br />informed Chat this issue is being considered. IC was noted that property <br />owners with paved driveways may also wish Co comment on the matter. It <br />was suggested by Barraclough that given the readership of the City's <br />newsletter, that an article be included informing the general public of the <br />consideration of this matter. <br />The consensus of the Commission was that the matter will be discussed <br />again at its September meeting to narrow the focus on this issue, i.e. <br />paving requirements for new construction, new or expanded garages, a <br />percentage of home improvement, etc. Once the focus is defined, an <br />article could be included in the next newsletter and the general public <br />invited to the Commission meeting to comment. <br />The Planner indicated Chat he will provide additional information at the <br />September 14°i Planning Commission meeting. <br />Duray recommended that Che Amendment to the Zoning Code relative to <br />fence permits and the establishment of driveway standards be tabled until <br />the September 14Ch Commission meeting. <br />Motion seconded by Rheaume. <br />Motion carried 6 - 0. <br />BUILDING The City Planner reported that as part of the City's review of the Zoning <br />MATERIALS Ordinance, the issue of building materials, particularly metal buildings in <br />IN I-1 the Industrial Zoning District, was discussed. During that review, iC was <br />DISTRICT noted that construction methods have evolved which make building <br />construction in areas of poor soils more feasible than in the past. These <br />construction methods allow for the use of a variety of building materials <br />that are considered an upgrade over metal building construction. The <br />Planner pointed out as an example the painters' union building on Country <br />drive. That property was considered to have poor soils. <br />The Planner also noted Chat there are some large, undeveloped parcels in <br />the I-1 District such as the McGough property in the Woodlyn Avenue <br />area. The Council was of the consensus that before building permits are <br />requested for these undeveloped I-I sites, the building materials issue <br />should be studied to determine whether or not metal should be eliminated <br />as a construction material in that dishict. Therefore, a moratorium was put <br />in place on the issuance of any building permits in the I-1 District that did <br />
