MINUTES <br />Planning Commission <br />July 14, 1988 <br />St. John's Church. The Council had considered the possibility of expanding the <br />Church definition of Public zoning to include the proposed use, however, <br />(Cont.) problems with other Publically zoned land were anticipated and the <br />Council felt the RB zoning was most appropriate. <br />The Commission discussed the limitation of 10 people living in the <br />convent at any one time and it was thought that this restriction came <br />as a result of Fire Code requirements. <br />Sister Shirley reported that the family that is coming consists of 10 <br />people, however, two of the women are pregnant. There is also a brother <br />who is currently living in the area who will move in with the family to <br />teach them English and help get them settled. <br />The Commission felt that some latitude should be offered on the restriction <br />to 10 people. <br />Mr. Herkenhoff recommended approval of the rezoning of the St. John's <br />Church convent property from Public to Residential Business subject <br />to the recommendations as contained in the Planner's report. <br />Motion seconded by DeLonais. <br />Motion carried 6 - 0. <br />Davison pointed out that the City always gets publicity when approving <br />uses such as a bingo hall and pool hall, but pointed out that just <br />this evening recommendations were made for approval for a service site <br />for the mentally handicapped and a temporary home for refuge families. <br />Davison stated that the City has room to accommodate many different <br />types of activities. <br />Country The City Planner updated the Commission on the study that is taking place <br />Drive on possible relocation of Country Drive as well as possible rezoning of <br />Update the area to IP District. The Planner reported that there is someone <br />interested in developing a metal building adjacent to the Best Tire <br />location, and the Council directed the City Engineer and City Planner <br />to expedite the study in this area so as not to hold the developer up <br />longer than necessary. There is currently a 6 -month development <br />moratorium placed on the area until these issues are resolved. <br />City Costa asked about the recent article in the St. Paul newspaper regarding <br />Taxes the City's tax rate. <br />Davison explained this article and the fact that incorrect information <br />was used to draw its conclusions The City's tax rate when compared to <br />other cities in the County is actually about 34th. <br />Page 7 <br />
