ISSUES AND ANALYSIS <br />Compatibility: <br />The purpose of the R -1 District is to provide for low density <br />single family detached residential dwelling units and directly <br />related, complimentary uses. This proposal is consistent with <br />the intent of the district. <br />Lot Requirements: <br />All proposed lots meet or exceed all minimum lot area and lot <br />width Ordinance requirements. <br />Wetland: <br />A wetland area is located in the southwest corner of the subject <br />area. The Ramsey - Washington Metro Watershed District must review <br />this proposal and written approval by the watershed district <br />shall be provided. <br />Driveway Access: <br />In a telephone conversation with the applicant, it was indicated <br />that Lots 1 -4 will access off of McMenemy while Lots 5 -10 will <br />access off of Viking Drive. Driveway access for Lots 1 -4 will <br />have to cross a St. Paul Water Works easement. St. Paul Water <br />Works must give written approval of these accesses. <br />Utilities: <br />This office has not received plans designating existing or <br />proposed utilities. This is required by the Subdivision <br />Ordinance and must be submitted for review and approval by the <br />City Engineer before final approval can be granted. <br />Grading and Drainage: <br />Review and approval of the grading and drainage plans by the City <br />Engineer is required before the preliminary plat can be approved. <br />Recommendation: <br />Based on this review, we recommend approval of this preliminary <br />plat contingent on the following: <br />1. Utility plan submitted for review and approval by the City <br />Engineer. <br />2. Grading and drainage plan is reviewed and approved by the <br />City Engineer. <br />3. Written approval from the St. Paul Water Works allowing <br />access across easement to McMenemy. <br />Page 21 <br />
