northwest associated consultants, inc. <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Lisa Ring /David Licht <br />DATE: 8 July 1988 <br />RE: North Suburban DAC Conditional Use Permit <br />FILE NO: 758.09 - 88.49 <br />EXECUTIVE SUMMARY <br />Proposal: <br />North Suburban Developmental Achievement Center (DAC) is <br />requesting approval of a conditional use permit to allow them to <br />expand their services into additional training room space at 93 <br />West Little Canada Road. North Suburban DAC is a rehabilitation <br />center for mentally retarded adults. The purpose of this state <br />licensed facility is to provide vocational training for mentally <br />handicapped adults, to permit them to achieve some level of <br />vocational competency. The facility offers only daytime training <br />and attempts to establish a work environment that is similar to <br />real employment conditions. <br />North Suburban DAC is a private, nonprofit, tax exempt facility <br />that contracts with Ramsey County to provide their training <br />facilities. The DAC leases taxable facility space, and therefore <br />does pay real estate taxes. Currently, the DAC leases 8,000 <br />square feet of space at 2940 Rice Street (zoned I -1, Light <br />Industrial District).
