1,620 square feet of space at 93 West Little Canada Road. The <br />proposed site is zoned B -3, General Business District. Two years <br />ago, in July of 1986, a zoning ordinance amendment was approved, <br />which allows rehabilitation centers in B -3, B -W and I -1 zoning <br />districts (Ordinance 272). <br />Recommendation: <br />it is recommended that, due to the fact that the use proposed for <br />the additional space at 93 West Little Canada Drive falls under <br />the definition of a rehabilitation center, which is a use allowed <br />as a CUP in a B -3, General Business District, the conditional use <br />permit be approved for North Suburban Developmental Achievement <br />Center, given the following conditions are met: <br />1. The rehabilitation center must have an active license from <br />the Minnesota Department of Human Services, approving the <br />site for 40 clients, and no more. Additional clients at the <br />location at 93 W. Little Canada Road will require <br />relicensing and a CUP amendment. <br />2. No overnight facilities are provided for the patrons served. <br />Patrons are to be delivered and removed daily. <br />3. No machinery or job simulation materials shall be present <br />in, or utilized by, the facility. <br />4. City Building Official review and approval. <br />Attachments provided for reference: Exhibit A - Site Location; <br />Exhibit B - Detailed Site Location and Zoning; Exhibit C - Site <br />Photographs and Examples of Signage Provided. <br />ISSUES AND ANALYSIS <br />Licensing: <br />North Suburban is a private, nonprofit rehabilitation facility <br />that is licensed by the State of Minnesota. The license must be <br />renewed annually and the State conducts inspections periodically <br />of all rehabilitation centers. Ramsey County contracts with the <br />DAC to provide their vocational training service. North Suburban <br />must acquire a separate license for the proposed additional <br />training room space. North Suburban is currently in the process <br />of obtaining a license and will be achieving to be licensed for a <br />maximum of 40 people. Ramsey County has already approved the <br />facility and the State Department of Human Services has been <br />contacted and is in the process of reviewing the license <br />application.
