site. Other training consists of discussion sessions and the use <br />of visual aids relating to the use of social skills and <br />communications skills needed in the workplace. No machinery or <br />job simulation materials are present or utilized by the facility. <br />The proposed additional space will serve as a training room base <br />location for approximately 40 clients. It is important to <br />create an environment that resembles real employment conditions. <br />In this sense, it benefits the facility to be located in a <br />commercial area. The facility will not negatively impact the <br />adjacent office space within the building or adjacent land uses, <br />which consist of other offices and businesses on the north side <br />of Little Canada Road, and scattered residential uses on the <br />south side. <br />RECOMMENDATION: <br />The North Suburban Developmental Achievement Center is a <br />rehabilitation center allowed in B -3, General Business Districts, <br />with a conditional use permit. It is recommended that the CUP <br />for additional training space, located at 93 West Little Canada <br />Road be approved, subject to the following conditions: <br />1. The rehabilitation center must have an active license from <br />the Minnesota Department of Human Services, approving the <br />site for 40 clients, and no more. Additional clients at the <br />location at 93 W. Little Canada Road will require <br />relicensing and a CUP Amendment. <br />2. No overnight facilities are provided for the patrons served. <br />Patrons are to be delivered and removed daily. <br />3. No machinery or job simulation materials shall be present <br />in, or utilized by, the facility. <br />4.
