B -2, Auto - Oriented Business District <br />One small area of land is proposed to be rezoned from I -1 to B -2 <br />on Rice Street just south of the Burlington Northern Railroad <br />tracks (10). <br />The existing businesses on the site, Kath Oil and Diamond <br />Radiator, are uses which are more auto - oriented commercial than <br />industrial in nature. For this reason, it is proposed that this <br />site's zoning be changed to the more appropriate B -2 zoning <br />designation. <br />The existing businesses are fairly well- maintained. Any <br />compliance with performance standards required within the B -2 <br />district can be met at a later date, perhaps when and if the two <br />businesses are involved in a redevelopment project. <br />B -3, General Business District <br />Three areas are being proposed for rezoning to the B -3 zoning <br />District. The first is proposed for the change from I -1 to B -3 <br />and is located in the extreme southwestern corner of the study <br />area on Rice Street (1). This site area consists of two <br />existing businesses, the Johnson Rice Street Complex and the <br />Short, Bingo site. <br />The Johnson property consists of mixed uses including an office <br />building, an apartment building, and a laundromat /superette. A <br />bingo parlor is located on the Short property. These uses are <br />better defined within a B -3 zone, and the B -3 zone is also found <br />along most of Rice Street. Rezoning the property to B -3 results <br />in land uses that are more compatible with the zoning district. <br />The second area proposed to be rezoned from I -i to B -3 is located <br />on the northeast corner of Rice Street and Owasso Boulevard South <br />(9). <br />A mobile home park, an A & W restaurant, and an auto body shop <br />are located on the site parcels. These uses are again more <br />conducive to a 8 -3 zoning rather than an I -1 zoning. <br />The final area proposed for rezoning from GD to a B -3 zone <br />encompasses the entire area north of the Burlington Northern <br />Railroad tracks between Rice Street and the St. Paul Water <br />Department easement and Interstate 35E (13). <br />This area surrounds the water works ponding area, and due to its <br />exposure to Rice Street, a B -3 district zoning has been proposed <br />as a more appropriate zone than the existing I -i classification. <br />Page 57 <br />
