northwest associated consultants, inc. <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Lisa Ring /Steve Grittman <br />DATE: 1 September 1988 <br />RE: Northwest Rezoning Issues /Analysis <br />FILE NO: 758.09 - 88.56 <br />BACKGROUND <br />The City Council and the Economic Development Commission have <br />been considering redeveloping and upgrading the Country Drive <br />frontage road area, adjacent to Interstate 35E, in recent months. <br />This project, as well as a desire to promote higher quality <br />development in commercial and industrial areas in Little Canada, <br />has given rise to the possible rezoning and future redevelopment <br />of the entire northwestern portion of the City. High quality <br />development, whether it is new development or redevelopment, is <br />a primary goal of the City. <br />The area under consideration lies between Interstate 35E and Rice <br />Street, and includes the area from Owasso Boulevard North to just <br />south of Owasso Boulevard South. See the attached Study Area map <br />for the location of the portion of the City being considered. <br />The area encompassed by this report is zoned I -1, Light <br />Industrial, south of the Burlington Northern Railroad tracks; S, <br />Shoreland, north of the railroad tracks and east of the St. Paul <br />Water Department easement; and GD, General Development, north of <br />the railroad tracks and west of the water easement to Rice <br />Street. <br />ISSUES AND ANALYSIS <br />Each of the zoning district areas will be discussed in more <br />detail as to why a rezoning is proposed or why one is not and <br />also why the designated zoning district was chosen.
