Parking. <br />The site plan submitted shows a total of 36 parking spaces. Our <br />analysis of the parking requirements calls for 13 parking stalls <br />for the uses within the building space, except for the archery <br />range. The parking requirements we have specified for the <br />archery range include one stall per employee (three employees <br />have been cited by the applicant) and two spaces for every three <br />archery lanes (there are 20 lanes). The total number of spaces <br />we are recommending is 17 for the archery range and 13 for the <br />balance of the proposed building, for a total of 30 required <br />parking stalls. <br />According to the City's "Parking Lot Dimensions Table ," 90- <br />degree angled parking stalls that are nine feet wide and twenty <br />feet deep, require a driveway width of twenty -two (22) feet. The <br />northern, east /west portion of the driveway is in compliance with <br />the width requirement. The western, north /south portion of the <br />driveway, however, is not in compliance with the width <br />requirement as it is twenty feet wide. <br />Not only is the western, north /south portion of the driveway two <br />feet below the width requirement, there are no setbacks from the <br />property line for the parking lot along the northern, western, <br />and a portion of the southern lot lines. A five -foot minimum <br />setback is required for the parking lot from all property lines. <br />The setback distance must be achieved within the design of the <br />parking lot. <br />RECOMMENDATION <br />Due to the absence of the required five -foot setback along the <br />side and rear property lines for the parking stalls and driveway, <br />our office cannot recommend approval of the plan submitted for <br />our review. Given the applicant can successfully design a site <br />plan with our specified number of 30 parking stalls, correct <br />driveway widths, and the required setbacks, we would recommend <br />approval of the proposal, with the following conditions: <br />1. A revised site plan shall be submitted which meets all <br />building and parking lot setback requirements. <br />2. A landscape plan shall be submitted for review and approval <br />by City staff. <br />3. A utility and drainage plan shall be submitted for review <br />and approval of the City Engineer. <br />4. All other recommendations of the City staff shall be <br />addressed. <br />5. A signage plan must be submitted for City staff approval, <br />which meets all of the requirements of Ordinance Section <br />903.110. <br />PAGE -7- <br />
