MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 14, 2006 <br />Duray recommended approval of the Conditional Use Permit to operate a <br />massage therapy business as a principal use in the General Business <br />District (B-3) as well as a Text Amendment to Chapter 2203 allowing <br />three massage therapist licenses to a principal massage therapy business <br />subject to compliance with the recommendations of the City Planner as <br />outlined in his report dated September 8, 2006. <br />Motion seconded by Rheaume. <br />Motion carried 7 - 0. <br />CUP & Ward Sessing, Sessing Architects, appeared before the Commission <br />VARIANCE - representing Bob Murray, the owner of 310 East County Road D. Sessing <br />310 EAST reported that they are requesting approval of a Conditional Use Permit for <br />COUNTY open and outdoor storage as an accessory use and a Variance allowing the <br />ROAD D - open and outdoor storage in the side yard of the property. Sessing <br />MURRAY indicated that the Cenant of the property constructed afenced-in outdoor <br /> storage area and was unaware that a permit was required. Once the error <br /> was pointed out, the property owner began working with the City to <br /> resolve the violation. Sessing reported that he has reviewed the City <br /> Planners report and is agreeable to the conditions outlined in the report. <br /> The outdoor storage area will be downsized, the curbing adjusted, and the <br /> storage area screened. <br />Knudsen asked the size of the outdoor storage area. Sessing replied that it <br />would be downsized to 3,200 square feet which is 10% of the building <br />size. Screening will be arborvitae plantings, and a landscape plan will be <br />submitted to the City Planner. Sessing reviewed the metal paneling that <br />will be installed on the fence gates to provide screening from that view. <br />He noted that the panels will be approximately 7 feet, which is the height <br />of the fence. <br />Rheaume felt that the property configuration and layout resulted in a <br />hardship, and felt the Variance to allow Che outdoor storage area in the <br />side yard was justified. <br />Knudsen indicated that when he viewed the property it appeared there <br />were trailers and cylinders being stored in this area. Mr. Gillesby, owner <br />of Rink Tank International, reported that he is a tenant of the building and <br />utilizes the outdoor storage area. The business constructs ice arena <br />refrigerated slabs, and the trailers and cylinders are part of the construction <br />equipment the business utilizes. Gillesby reported that the property <br />location is important Co his business as is the outdoor storage area. <br />7 <br />
