MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 14, 2006 <br />Knudsen noted that some of the equipment was higher than the fence. <br />Gillesby indicated that two of the trailers are 8 to 9 feet in height while the <br />fence was 6 to 7 feet. Gillesby indicated that Che arborvitae screening <br />would eventually exceed the fence height. <br />Duray asked about the surfacing of the storage area. Gillesby indicated <br />that he will blacktop the surface. Duray asked about lighting. Gillesby <br />reported thaC there is a motion detector on the end of the building as well <br />as lighting in the front. The fencing is chain link with wire on top. <br />Barraclough noted the recenC Council action relative to outdoor storage <br />location for AMR in Yorkton Industrial Park. <br />Knudsen stated that the only issue of concern is the precedent that mighC <br />be seC, but felt there was a legitimate hardship in this case given the <br />configuration of the property. He noted the limitation of the outdoor <br />storage area to ] 0% of the building size as recommended by the City <br />Planner. <br />Barraclough asked if the outdoor storage would remain if Rink Tech <br />moved out of the property. The City Planner pointed ouC Chat Che CUP <br />will run with the land as long as the outdoor storage meets the same <br />conditions that are placed on the approval. <br />Rheaume recommended approval of the Conditional Use Permit for open <br />and outdoor storage as an accessory use and a Variance allowing open and <br />outdoor storage in the side yard for 310 East County Road D as requested <br />by Bob Murray subject to compliance with the recommendations of the <br />City Planner as outlined in his report dated September 8, 2006. <br />Motion seconded by McGraw. <br />Motion carried 7 - 0. <br />AMEND The Commission reviewed the proposed Amendment to the Zoning <br />ZONING Code relative to fence permits and the establishment of driveway <br />CODE - standards. It was noted that the amendment relative to fence permits <br />DRIVEWAY is housekeeping in nature eliminating Che reference to "building" <br />STANDARDS permits. <br />With regard to driveway standards, Knudsen noted that the Commission <br />has had significant dialogue on this issue and the resulting hardship that a <br />driveway paving requirement may place on property owners. Knudsen <br />also noted the environmental impact that gravel driveways has on water <br />
