this portion of the City. While the proposed alignment could be <br />viewed as a benefit to those properties between I -35E and the new <br />Country Drive, the residential land uses fronting Condit Street <br />and to the west of Condit Street would most likely be negatively <br />impacted by the increased traffic and noise. Country Drive, <br />whether in its current alignment or in its proposed routing, <br />serves as the primary route for truck traffic between Little <br />Canada Road and Ryan Industrial Park. The introduction of truck <br />traffic further west into the residential area along the proposed <br />new Country Drive alignment would appear to be a questionable if <br />not an inappropriate plan when one considers the impacts on the <br />existing residential land uses. The City must carefully analyze <br />and consider the impacts on the existing residential land uses <br />when reviewing this plan. <br />* Vehicular access for those properties which use the existing <br />Country Drive must be considered with this proposed realignment. <br />Best Auto Repair, Suburban Auto Body, the Quebec Apartments and <br />one single family home currently use Country Drive as their <br />street frontage. It would appear that Best Auto and the <br />properties north of Owasso Boulevard could be provided street <br />access via the proposed street alignment along their west sides. <br />Suburban Auto Body has street access from Owasso Boulevard and <br />Country Drive as it is on the corner of these streets. It would <br />appear necessary to maintain the right -of -way of Owasso Boulevard <br />between Condit Street and Country Drive to provide full street <br />access in this area if the auto body operation is to remain as <br />is. If this site is redeveloped, then direct access to the <br />proposed new alignment might be appropriate. <br />The apartment complex currently has two driveways on Country <br />Drive to serve the property. The garages are parallel to Condit <br />Street as this is currently the rear of the site and the <br />driveways pass by the apartment building on both sides. It <br />appears from the site inspection of the property that a new <br />driveway could be provided to serve the apartments from Condit <br />Street at the northwest corner of the site if the access along <br />Country Drive is eliminated. If this new access is addressed, <br />specific design standards and issues would need to be considered <br />including driveway size, curb cut spacing, street grades and the <br />introduction of the apartment traffic into the single family area <br />adjoining it. These concerns should be thoroughly considered by <br />the City when reviewing this proposal. <br />As noted earlier, the single family homes in the area between <br />Country Drive and Condit Street are zoned B -3, General Business. <br />This is also the area where it has been suggested that regrading <br />might be feasible. If this does prove to be true, then the <br />single family homes would have to be removed thus eliminating <br />their access needs to Country Drive. <br />Providing street access to the newly graded areas of this plan is <br />also an item to consider with this proposal.
