the related construction costs would also appear to be <br />significant enough to warrant the construction of buildings with <br />metal exteriors in this portion of Little Canada. <br />If the City finds the continued construction of metal exterior <br />buildings to be not what is desired, than additional performance <br />standards for such development might be appropriate. This could <br />include building type and construction standards such as: <br />1. a. No galvanized or unfinished steel, galvalum or <br />unfinished aluminum buildings (walls or roofs), except <br />those specifically intended to have a corrosive <br />designed finish such as corten steel shall be permitted <br />in any zoning district. <br />b. Buildings in all zoning districts shall maintain a high <br />standard of architectural and aesthetic compatibility <br />with surrounding properties to insure that they will <br />not adversely impact the property values of the <br />abutting properties or adversely impact the community's <br />public health, safety, and general welfare. <br />2. In the Light Industrial District, all buildings constructed <br />of curtain wall panels of finished steel, aluminum or <br />fiberglass shall be required to be faced with brick, wood, <br />stone, architectural concrete cast in place or pre -cast <br />concrete panels on wall surfaces abutting a public right -of- <br />way, residential uses, or public areas. <br />Provision 1.b. gives the City general latitude in reviewing <br />building exteriors while Provision 2 requires certain wall <br />surfaces in the industrial districts to be faced with materials <br />other than metal or fiberglass. This should provide for better <br />looking buildings as viewed from areas generally more sensitive <br />to obtrusive appearing structures. If the City views any of <br />these as appropriate for use in Little Canada, than a Zoning <br />Ordinance amendment to Section 903.020.T would be required to <br />implement their use. <br />Another possibility for improving development with metal <br />buildings, I -1 zone, is in regards to site landscaping and green <br />space. Our office suggests requiring detailed landscaping plans <br />be submitted by an applicant for City Staff review and comment <br />for all projects in the I -1 District. Landscaping emphasis in <br />these plans should be at the perimeter of the property, along the <br />structure(s) and on sides where residential or public areas and <br />public right -of -way adjoin an industrial site. In addition, a <br />20% minimum green space requirement per site is suggested to <br />improve the aesthetics of development in the I -1 District. This <br />is intended to be similar to the 25% green space requirement used <br />in the Industrial Park District. As with the suggested building <br />performance standards, the aforementioned landscaping <br />requirements will require a Zoning Ordinance amendment to be <br />formally implemented. <br />Page 30 <br />
