Section 3.0. For the purposes of this ordinance, the <br />following terms have the meanings given them in this section: <br />3.1. Erosion and Sediment Practice Specifications or <br />Practice. "Erosion and Sediment Practice Specifications" or <br />" Practice" means the management procedures, techniques, and <br />methods to control soil erosion and sedimentation as officially <br />adopted by the District. <br />3.2. Developer. "Developer" means a person, partnership or <br />corporation engaged in a land disturbance activity. <br />3.3. District. "District" means the Ramsey Soil and Water <br />Conservation District organized and operating under Minnesota <br />Statutes, chapter 40. <br />3.4. Erosion. "Erosion" means any process that wears away <br />the surface of the land by the action of water, wind, ice, or <br />gravity. "Erosion" can be accelerated by the activities of man <br />and nature. <br />3.5. Erosion and Sediment Control Plan. "Erosion and <br />Sediment Control Plan" means a document containing the <br />requirements of Section 4.0 that when implemented will decrease <br />soil erosion on a parcel of land. <br />3.6. Land Disturbance Activity. "Land Disturbance <br />Activity" means land change that may result in soil erosion from <br />water or wind and the movement of sediments into or upon waters <br />or lands of Ramsey County, including clearing, grading, <br />excavating, transporting and filling of land. "Land Disturbance <br />Activity" does not mean: <br />(1) minor land disturbance activities such as home <br />Page 42 <br />
