FEASIBILITY REPORT <br />IMPROVEMENT 88 <br />CITY OF LITTLE CANADA <br />LOCATION: Carla Lane <br />NATURE OF IMPROVEMENT: Watermain and Street Construction <br />INITIATION: Petition <br />RIGHT OF WAY: None required <br />EASEMENTS: None required <br />SPECIAL CONDITIONS: The special conditions in this <br />improvement are numerous. <br />1. Although a 50' Right of Way exists, <br />it would be difficult to construct a <br />normal 32' driving surface without <br />removing a large number of private <br />improvements from shrubbery and trees <br />to walls and fences. This is because <br />Carla Lane was originally planned as <br />a private road and was platted as 25 or <br />30 feet wide. The driving surface was <br />20 or 22 feet wide. The additional Right <br />of Way was obtained by easement and <br />platting. However, no action was taken <br />to widen the road at the time of public <br />acceptance. <br />2. We know from our experience in building <br />the sanitary sewer that the soil is <br />unstable throughout the half of the <br />peninsula. In addition, the sewer is <br />below lake level and therefore had to <br />be constructed of ductile iron pipe and <br />sealed through the manholes. In other <br />words, it required very special construc- <br />tion. The watermain will therefore require <br />special construction using lock -joint pipe <br />or river crossing pipe. <br />3. The source of municipal water is another <br />special condition. The nearest source of <br />Little Canada water is at Arcade and Labore <br />or at Keller Parkway and County Road B2. <br />These locations are about one half mile <br />north and one half mile south of Carla Lane <br />respectively. In addition it would be <br />necessary to cross Keller canal or Kohlman <br />canal. <br />Page 8 <br />
