MINUTES <br />Planning Commission <br />August 11, 1988 <br />Marche <br />Lot <br />Combination <br />TIF & <br />Gardner <br />Bros. & <br />Larry <br />Lee Projects <br />Mr. Conley reported that he would not be retailing cars, but rather <br />wholesaling. The building location is at 192 Ryan Lane, and Conley <br />reported that St. Paul Utilities also occupies the building. Conley <br />reported that the other businesses in the building have nothing to <br />do with his operation or request. <br />The Planner, again suggested that the matter be tabled at this time <br />and informed Conley that it would be considered at the September 8th <br />Commission meeting. <br />Costa recommended tabling of the William Conley conditional use permit <br />request for auto repair and sales at 192 Ryan Lane pending additional <br />information. <br />Schweizer seconded the motion. <br />Motion carried 5 - 0. <br />The Planner reported that Donna Marche, 43 East County Road B, would like <br />to combine her two lots. Her home is presently sitting across the lot <br />line. The Planner believed that Marche would be selling her property to <br />Minnesota Mini- Storage. The Planner recommended approval of the lot <br />combination. <br />DeLonais recommended approval of the Marche request for lot combination <br />for her property located at 43 East County Road B, based on the <br />recommendations of the City Planner and City Staff. <br />Motion seconded by Davison. <br />Motion carried 5 - 0. <br />The Planner reported that on August 24th the City Council will be <br />considering the proposals for Tax Increment Financing for the Gardner <br />Bros. project as well as Larry Lee's project. The issue before the <br />Planning Commission this evening is whether or not the development <br />proposals are in conformance with the Comprehensive Plan. <br />Davison stated that he thought TIF was to be used for the rehabilitation <br />of substandard buildings and not new construction. <br />The City Planner explained TIF and the fact that it can be used by new <br />developers in new construction when circumstances such as soil conditions <br />or other site conditions make the development economically unfeasible. <br />The Planner pointed out that in the case of the Larry Lee development <br />there is a great deal of cost in extending public utilities to serve <br />the development, and it is questionable whether the development would <br />proceed without some assistance in extending these utilities. Extension <br />of utilities is also a factor in the Gardner Bros. development as well <br />as the cost of constructing DeSoto Street. <br />Page 6 <br />
