for a period of three (3) days or longer. This term shall not <br />apply to animals owned by others which are temporarily <br />maintained on the premises of a veterinarian. <br />Owner: Any person owning, or having charge or control of <br />any animal or permitting any dog or cat to habitually be or <br />remain on or be lodged or fed within such person's house, yard, <br />or premises for a period of three (3) days or longer. This term <br />shall not apply to veterinarians temporarily maintaining on <br />their premises animals owned by others. <br />Restraint: Controlled by a leash or by a competent person <br />and immediately obedient to that person's command, or within a <br />vehicle being driven or parked on the streets, or within the <br />property limits of its owner. An unattended dog or other <br />domestic animal on the property of another, without the consent <br />of such property owner, is "at large" and not "under restraint ", <br />even though it is on a leash. <br />Stray: Any unlicensed dog, or any other domestic animal, <br />the owner of which is unknown, and which is at large within the <br />city. <br />Vicious dog: Any dog which has caused serious bodily harm <br />or disfigurement to any person, or has bitten one or more <br />persons on two or more occasions. <br />Section 1101.020. ENFORCEMENT. The provisions of this <br />chapter shall be enforced throughout the City of Little Canada <br />by any peace officer or other individual duly authorized by the <br />City Council. <br />Section 1101.030. RIGHT OF ENTRY. For the purpose of <br />discharging the duties imposed by this chapter and to enforce <br />its provisions, any police officer is empowered to enter upon <br />any premises upon which a dog, cat or other animal is kept and <br />to demand the exhibition of such animal by the owner of such <br />animal and the license and rabies certificate for such animal. <br />Any peace officer or other individual duly authorized by the <br />City Council may enter the premises where any animal is kept in <br />a reportedly cruel or inhumane manner and demand to examine such <br />animal and to take possession of such animal when, in such <br />officer's opinion, it requires humane treatment. <br />Section 1101.040. EXEMPTIONS. <br />(A) Hospitals, clinics, and other premises operated by <br />licensed veterinarians for the care and treatment of animals are <br />exempt from the provisions of this chapter, except where such <br />duties are expressly stated. <br />Page 8 <br />
