MINUTES <br />PLANNING COMMISSION <br />DECEMBER 14, 2006 <br />Duray asked about tree preservation. Soby replied that their intent would <br />be to preserve every tree possible. He also indicated that trees removed <br />would be replaced in compliance with the City's Tree Replacement <br />Ordinance. The City planner indicated that the Tree Replacement <br />Ordinance requires a minimum of 30 caliper inches per acre. He also <br />noted that the Subdivision Ordinance requires the preservation of as many <br />trees as practical. <br />Duray asked the minimum height for replacement trees. The Planner <br />indicated that there is no minimum height requirement, but replacement <br />trees have Co be 2 to 2 i/x caliper inches in size. This size if felt to have the <br />best survivability. <br />Duray noted previous comments about traffic impacts on LaBore Road, <br />noting that the impact should be less given the decrease from 4l units to <br />12 units. <br />Soby stated that he was not sure if there were traffic studies available for <br />LaBore Road, but asswned that LaBore Road could support the additional <br />traffic generated by a 12-unit single-family home development. The City <br />Planner noted thaC traffic impacts would be a part of the City Engineer's <br />review. The Planner thought, however, that LaBore Road was a collector <br />street that was designed to handle the additional traffic that surrounding <br />development would add. <br />Duray asked about the small triangular piece of property that is proposed <br />to be deeded to the Schorr property to the west. The City Planner <br />indicated that this land transfer will make the Schorr property more <br />spacious. He also noted that iC meets the Zoning Code. Soby indicated the <br />in purchasing the Richie property, he learned of a previous property <br />division that was approved by the City and would transfer this triangular <br />piece of property to the Schorr property. That property division was <br />never recorded. Soby indicated that Lauren Development agreed to honor <br />this agreement that was made between Bill Richie and Bill Schorn for the <br />property transfer. <br />Barraclough noted that Che bend in the proposed cul-de-sac squares off the <br />intersection with LaBore Road. The City Planner stated that from a safety <br />standpoint, the design proposed appears to be the safest possible design <br />given the existing conditions. <br />Socha asked if the developer would be willing to lose one lot in order to <br />meet all the City Code requirements. Soby replied that they will do what <br />they have to, but felt that setting the houses back further on Lots 7, 8, and <br />9 would provide a better curb appeal.
