Sculley pointed ouC that Che two holding <br />ponds proposed as part of this development are at a much higher elevation <br />Duray noted that the City Engineer will review Che drainage of Chis entire <br />area in reviewing the Richie Place plat. At Chis pointed, the review is <br />concept in nature and no engineering plans have been prepared. <br />Barraclough noted that there is a lot of undeveloped property in the area, <br />and the preference would be to see all of it develop as one project. Given <br />that is not practical, Che City must be aware of the water issues in this area <br />Barraclough suggested that the City and property owners work very <br />closely with Che Watershed District. The CiCy Planner indicated that the <br />Watershed District will be involved if Che concept moves forward to <br />Preliminary Plat. <br />Gores noted that Che elevation of their property is the same elevation as <br />Lake Gervais. <br />Soby pointed out that this is concept review, therefore, the main focus is <br />land use. Soby agreed that the biggest issue to work through will be the <br />water issues raised this evening. He noted that the ponds proposed will be <br />designed to handle 100-year storm events. Soby stated that if the project <br />moves forward a lot of money will be spent to ensure that drainage is <br />handled properly. <br />Duray asked the drop in elevation of the proposed cul-de-sac. The City <br />Planner replied that the grade drops 32 feet from LaBore Road to the <br />center point of the cul-de-sac. <br />Himmelbach stated that he was concerned with the location of the <br />proposed ponds. He also felt the houses proposed were too close together. <br />Soby indicated that the ponds were located based on the fact that the <br />connection to LaBore Road is Che highest point of the property, with the <br />property dropping to the south. <br />Duray appreciated that Che revised concept is a loC less dense than what <br />was initially proposed. He noted that Che concept fits the City's Comp <br />Plan, does not require a rezoning, and consists of single-family homes. <br />Duray acknowledged that the City needs Co be concerned about water and <br />run-off, as well as tree preservation. Duray stated that there is no hardship <br />evident justifying a variance, thus he would not support one. <br />7 <br />
