111 <br />Mr. Don Salverda <br />Page 2 May 6, 1988 <br />We are also concerned about references in the draft RFP to <br />undefined concepts such as "fair distribution of costs" to pro- <br />vide county -wide access to services. The State's education aid <br />model is used as an example of "fairness." I''m not sure that <br />taxpayers in your district would agree with this conclusion. In <br />any event, substantial debate is appropriate before the concept <br />is extended to other, more discretionary services. The Commis- <br />sion is premature in its statement of philosophy and appears to <br />be formulating County Board policy. <br />Don, I hope that you would agree to stop further efforts by the <br />Charter Commission to expand its focus. We are sincerely <br />interested in the issue of home rule governance. I am <br />personally concerned that the Commission's actions have taken a <br />course that appears to be insensitive to input by local <br />officials and to realities of the charter issues. The conse- <br />quence is a loss of credibility among a significant body of <br />people affected by and needed to support a home rule referendum. <br />Unfortunately, we see this proposal as just the latest in a list <br />of actions that suggest that personal, preconceived agendas are <br />being followed. <br />We welcome an opportunity to discuss our concerns prior to <br />County Board action on the Commission's request for RFP funding <br />approval.
