Little Canada <br />and all cities in Ramsey County are expected to initiate programs <br />that will reduce the tonnage of waste sent to the RDF facility in <br />Newport or to landfills. The 1987 goal was 5% abatement. In 1988 <br />we are expected to abate 7.5% and 10% in 1989, with an ultimate <br />goal of 16% after 1992. <br />Recycling programs help meet these goals. Little Canada recycled <br />70 tons from July of 1907 through January of 1988. This amounts to <br />4.2% waste abatement which did not meet our goal. Better <br />participation is needed. This can only be accomplished through <br />education and publicity. Ramsey County has promised to help in <br />that regard. <br />The time line for negotiating contracts to organize collection <br />services with haulers suggested in the Ramsey County plaster Plan <br />for Solid Waste Management is "Cities negotiate contracts with <br />haulers; Summer 1987 to Summer 1990. County negotiates with <br />haulers in cities without contracts; Fall 1990 to Spring 1991" <br />(Master Plan p. 76). <br />In order to make an informed decision you should know that <br />organized waste collection and curbside collection of recyclables <br />are independent functions that can complement one another by <br />minimizing the number of collection vehicles operating on a given <br />residential street (One garbage truck, according to County figures <br />equals 3,000 to 6,000 automobiles, in wear and tear to streets). <br />Page 34 <br />
