MINUTES <br />Planning Commission <br />June 9, 1988 <br />Boosalis Davison asked if the property owners were in favor of the road. Davison <br />Proposal also asked if the proposal would come back before the Commission for <br />(Cont.) further review. <br />The Planner replied that the proposal will come back to the Commission as <br />a plat. <br />Herkenhoff pointed out that any rezoning approval tonight gives inference <br />that the residential development proposal is acceptable. <br />The Planner agreed. <br />Davison asked about assessments for the road. <br />The Planner replied that the City has not done an analysis of the <br />assessments. The issue before the Commission is the rezoning. <br />Boosalis stated that the issue was what the back portions of the County <br />Road C properties should be zoned and what direction the Commission <br />wants to go on this issue. Boosalis reported that preliminary indications <br />are that assessments for the road would be between $8,000 and $10,000. <br />This would leave property owners with a net profit from the sale of the <br />back portion of their lots. <br />Davison felt that if the property remained B -3 and it was assessed for <br />the road, the property owners would have a right to developer their property. <br />The Planner noted that the street will be constructed as a residential <br />street, and if the lots are subdivided they should be developed in a <br />residential fashion. <br />The Planner also noted that the issue of assessments is not being considered <br />tonight. If the road improvement is assessed, an assessment hearing will <br />be held and all property owners will have an opportunity to voice their <br />opinions. However, there is still the possibility that it will not be <br />necessary to assess the road if enough Tax Increment Financing assistance <br />is generated from the commercial development. <br />Pope asked why the ponds were being shown where they were on the plan. <br />The Planner replied that this is the location of existing ponding on the <br />property. <br />Pope asked if it would be possible to soften the sharp bend in the road. <br />The Planner agreed that there was this potential and this would be considered <br />at the time of preliminary plat. <br />Davison stated that he would not be in favor of assessing the B -3 property <br />for the road improvement without allowing the B -3 property access. However, <br />if the property was not assessed, then Davison would be in favor of denying <br />access. <br />Page 10 <br />
