MINUTES <br />Planning Commission <br />June 9, 1988 <br />Schroeder DeLonais stated that he saw no difficulty in approving a property division <br />(Cont.) at this time. <br />Herkenhoff agreed and felt the plat could be required when the next <br />tenant is found. <br />The Planner noted that the more development of the site the less need <br />for the plat since it is more clear as to how the remaining property <br />will develop. <br />Herkenhoff recommended approval of the simple property division for the <br />Schroeder property as presented with the intent that in the future when <br />the next development proposal for this property is submitted, the City <br />will require platting of the property. <br />Motion seconded by DeLonais. <br />Motion carried 4 - 1. Schweizer voting against. <br />HUB Hobby Brian Bruce, HUB Hobby Center, appeared before the Commission and reported <br />Center that his business is a tenant in the Little Canada Mall. Bruce reported <br />CUP that there was an undeveloped field to the south of the store between the <br />mall and Viking Drive. HUB received permission from the mall owner to <br />build an off -road car track in this field. The track has been built <br />and Bruce reported that he has found that he also needs a permit <br />from the City. Bruce stated that he was unaware of the need for the <br />permit from the City at the time he constructed the track, believing that <br />all he needed was permission from the mall owner. <br />DeLonais asked how much noise these cars generate. <br />Bruce replied that the cars are electric and are very quiet. <br />Davison asked the hours of operation. <br />Bruce replied that approximately 9 A.M. until 7 P.M. is expected. Bruce <br />reported that today there were 7 or 8 people using the track, however, <br />on weekends there are been 70 to 100 people. <br />Davison stated that he did not want to see any night use of the track <br />which would require lighting the track. <br />Don Eagen, property owner in the area, expressed concern with people <br />crossing through his yard to get to the track. Eagen reported that the <br />track and cars are very quiet, however, was concerned about the trespassing. <br />Eagan was also concerned that Bruce dug a ditch which funnels run -off onto <br />his property. Eagen reported that there are other drainage problems on his <br />property, but these are coming from the silk screen business property. <br />Bruce replied that he will redig his ditch and direct it to the south. <br />Page 3 <br />
