MINUTES <br />Planning Commission <br />June 9, 1988 <br />HUB Hobby Eagan reported that he has discussed these drainage problems with the <br />Center City in the past and nothing has ever been done. Eagan was concerned <br />CUP that there is a motorcycle shop going in next to him and he was unsure <br />(Cont.) how drainage will be handled on this property. <br />The City Planner suggested that Mr. Eagan contact the Building Inspector <br />with his concerns. <br />Davison was concerned that the track has been constructed without a <br />building permit and suggested that the Commission ignore the fact that <br />the track already exists and make whatever stipulations or requirements <br />it feels necessary. <br />Eagan asked why he was never notified when the motorcycle shop or the <br />silk screen business were being considered, but received a notice <br />about this race track. <br />The City Planner pointed out that the motorcycle shop and silk screen <br />business were permitted uses and public hearings were not necessary <br />in those instances. <br />The Planner also reported that the City has the authority to require <br />the mall owner to make drainage improvements on the property as a <br />condition of this conditional use permit. However, the Planner noted <br />that it appears that it is only necessary to redirect the ditch which <br />can be done very easily. <br />Davison asked if the applicant had any problems with the recommendations <br />of the City Planner as contained in his report dated June 7th. <br />Bruce questioned the recommendation for a crosswalk noting that people <br />are parking in the lot and walking over to the track. There is no <br />road that is being crossed. The applicant also reported that he blocks <br />off the alley with orange cones on the weekend, however, the alley is <br />still accessible to emergency vehicles. <br />Schweizer asked if there were any parking problems on the site due to the <br />track. <br />Bruce replied that there were not. <br />Davison recommended approval of the conditional use permit for miniature <br />race track as requested by HUB Hobby Center subject to the Planner's <br />recommendations as contained in his June 7th report and requiring that <br />a landscaping and /or screen plan be submitted with the stipulation that <br />existing vegetation may be utilized as adequate screening and setting <br />the hours of operation of the track from 9 A.M. until 9 P.M. <br />Motion seconded by Herkenhoff. <br />Motion carried 5 - 0. <br />Page 4 <br />
