MINUTIrS <br />PLANNING COMMISSION <br />OCTOBIrR 12, 2006 <br />The City Planner noted that this is a concepC proposal, and the applicant <br />will be required to consider the feedback given this evening. After <br />concept review, the next step is Preliminary Plat review at which time all <br />the technicalities are considered. <br />Dillon reported Chat additional concerns of the neighborhood have to do <br />with the aesthetics of the development and quality of life issues. She <br />noted traffic concerns with another street coming onto LaBore Road, <br />safety concerns for children and school buses, snow storage for the <br />proposed street ending up in the backyards of the Valento Lane properties, <br />drainage concerns given the high water table in the area and the fact that <br />many house have sump pumps that run constantly, potential damage to <br />rear yard fences and pools, loss of wildlife habitat, and environmental <br />concerns. Dillon suggested that if the project moves forward, <br />consideration be given to privacy fencing and landscaping for the rear <br />yards of the abutting ValenCo Lane properties. Dillon indicated that the <br />neighborhood has concerns with the impacC this proposal will have on <br />their property values. <br />Thermis indicated that he staked the property line abutting this concept, <br />and found that his driveway is one foot from the property line. Thermis <br />sCated that he was concerned with the safety of having a new street <br />immediately adjacent to his driveway. <br />Knudsen agreed that the proximity of this driveway to the road is a big <br />concern. <br />Thermis noted the City Code relative to double fronting lots, and pointed <br />out that many of the ValenCo Lane properties have sheds, fencing, and one <br />property has a pool in the rear yards. <br />Knudsen agreed that this proposal which creates the front of lots facing the <br />rear lots of the Valento Lane properties creates a number of concerns. <br />Duray asked for an explanation of the existing vegetation on the property. <br />Benning reported that there is a large stand of tall pine trees along the <br />western edge of Che property. There is a grassy area Co the north as well as <br />grassy area to the east. <br />Dina Veramilli, 2960 ValenCo Road, reported that Chere is also a large <br />stand of pines at the north end of the property which abuts her back yard. <br />Benning stated that he appreciates the feedback that has been given this <br />evening, and acknowledged that many changes will have to be made to <br />this proposal if iC has any chance for approval.
