MINUTES <br />PLANNING COMMISSION <br />OCTOBER 12, 2006 <br />dimension that the cul-de-sac would be from the house at 2960 Thunder <br />Bay Road. <br />Pete Thermis, 665 LaBore Road, indicated that he owns the lot at Che <br />northeast corner of Valento Lane and this proposed street Chat was jusC <br />discussed. Thermis presented an aerial map with the concept imposed on <br />iC Co show the relationship of the proposed road to Che properties along <br />Valento Lane. <br />Hall asked for a clarification of how the new street impacts the setback for <br />665 LaBore Road. The Planner explained that the 10-foot side yard <br />setback on the east side of 665 LaBore Road would change to a 30-foot <br />setback given that the side yard would now abut a City street. The Planner <br />noted that a Variance would be necessary for 665 LaBore Road given that <br />the house is noC 30 feet from the property line. The property owner at 665 <br />LaBore Road would have to request the Variance given that this lot is <br />outside the concept plan. <br />Barraclough asked bout cul-de-sac length. It was noted that City Code <br />limits the length of cul-de-sacs to 500 feet. The proposed cul-de-sac is <br />740 feet in length. <br />A property owner in the area asked about street width. The Planner <br />indicated that the right-of-way for a residential streeC is 50 feet and the <br />City's minimum pavement width is 28 feet. <br />A property owner asked if the concept met City Code requirements. The <br />City Planner indicated that the concept has Code violations. These include <br />various setback violations for the street in relation to 665 LaBore Road, <br />the cul-de-sac exceeds the maximum length of 500 feet, there are <br />Subdivision Ordinance issues related to the creation of double-frontage <br />loCS for Che properties along Valento Lane, and the issue of landlocking the <br />property at 699 LaBore Road. <br />Colleen Dillon, 2942 Valento Lane, reported that the neighborhood had a <br />meeting on this concept plan last evening. At that meeting, the <br />neighborhood compiled their list of concerns, which Dillon indicated that <br />she would present on behalf of the neighborhood. <br />Dillon reported that neighborhood concerns center around the Code <br />violations outlined in this evening's discussion, the resulting double- <br />fronting lots for Valento Lane properties, issues with cul-de-sac design <br />and whether the cul-de-sac would be accessible for emergency vehicles <br />and snow plows. <br />5 <br />
