Stat. <br />§412.221, Subd. 2 preclude the provisions of the Certificate of <br />Sale, which is a procedure for conveyance of real property, which <br />does not appear on its face, to be a contract for deed for the <br />purchase of real property. However, to preclude any question <br />that this statute might necessitate a five year term for the <br />purchase of this property, I would recommend that the City <br />Council authorize the payment of the entire balance due, plus <br />interest, prior to January 19, 1988. <br />Would you please review this matter and submit the same to <br />the Council for their consideration at the Council meeting of <br />January 13, 1988.
