PLANNING REPORT <br />TO: <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />northwest EssociEted consultEnts, inc. <br />Little Canada Planning Commission <br />Stephen Grittman <br />11 February 1988 <br />Frattalone CUP - Storage as a Principal Use <br />758.09 - 88.10 <br />BACKGROUND <br />Frank Frattalone has filed for a conditional use permit to allow his building on <br />Park Street to be used for storage as a principal use. The property is zoned B -3, <br />General Business. Surrounding land is similarly zoned, with the exception of an <br />R -1, Single Family Residential District across Park Street to the east. <br />ANALYSIS <br />Storage is allowed in the B -3 District by conditional use permit, subject to a <br />number of conditions, the most significant of which relate to screening from <br />surrounding residential areas and public right -of -way. The developer has indicated <br />that all storage will occur inside, fully screened from all areas. In addition a <br />7 foot high berm is in place on the eastern property line along Park Street. <br />Storage is a relatively benign use in relationto traffic generation, noise, or <br />other issues which have caused problems on the site in the past. The principal <br />issues we see in this application regard site improvenEnts to be required, <br />specifically parking and landscaping. Although the storage area itself will <br />generate little parking demand, we would recommend improvement of the parking <br />lot as if it were to be utilized in a typical commercial fashion, such as office <br />or retail.
