PLANNING REPORT
TO:
FROM:
DATE:
RE:
FILE NO:
northwest EssociEted consultEnts, inc.
Little Canada Planning Commission
Stephen Grittman
11 February 1988
Frattalone CUP - Storage as a Principal Use
758.09 - 88.10
BACKGROUND
Frank Frattalone has filed for a conditional use permit to allow his building on
Park Street to be used for storage as a principal use. The property is zoned B -3,
General Business. Surrounding land is similarly zoned, with the exception of an
R -1, Single Family Residential District across Park Street to the east.
ANALYSIS
Storage is allowed in the B -3 District by conditional use permit, subject to a
number of conditions, the most significant of which relate to screening from
surrounding residential areas and public right -of -way. The developer has indicated
that all storage will occur inside, fully screened from all areas. In addition a
7 foot high berm is in place on the eastern property line along Park Street.
Storage is a relatively benign use in relationto traffic generation, noise, or
other issues which have caused problems on the site in the past. The principal
issues we see in this application regard site improvenEnts to be required,
specifically parking and landscaping. Although the storage area itself will
generate little parking demand, we would recommend improvement of the parking
lot as if it were to be utilized in a typical commercial fashion, such as office
or retail. The purpose for this is to facilitate future transition to a more
intense use, as has been the expressed interest of the owner.
Page 46
4601 excelsior blvd., ste. 410, minneapolis, mn 55416 (612) 925 -9420
