MINUTES <br />Planning Commission <br />March 10, 1988 <br />Gardner Heller reported that the parking as proposed would be located under <br />Bros. the powerline easement. Access to the mini - storage would be by <br />(Cont.) private road through the parking area. The site consists of about <br />2 acres of buildable area, and the location of buildings as shown <br />take up the buildable area of the site. <br />Costa asked the facade of the mini - storage buildings. <br />Heller replied that those buildings would be of pre -cast construction. <br />Costa asked about the ponding shown on the site. <br />Heller replied that the ponding straddles the property line of the <br />Gardner property and the Larry Lee property. However, the Lee property <br />does not drain into this pond. The Gardner Bros. property drains into <br />the pond which then drains into the County Road D system. <br />Costa pointed out that with the Slumberland pond, there are three <br />ponds within a block of each other. Costa asked who would be <br />responsible for the maintenance of these ponds. <br />The City Planner replied that the City would be responsible to maintain <br />the ponds so that they work. However, the property owner is responsible <br />for mowing around the ponding area. <br />DeLonais asked when the mini - storage would be developed. <br />Heller replied that the mini - storage would probably be constructed <br />sometime after the first office building is completed. <br />Davison asked if the reason a PUD is necessary is because the mini - <br />storage would not have frontage on an improved public street. <br />The Planner replied that this was correct. The Planner noted that <br />technically the mini - storage has access on DeSoto, however, the <br />City is not allowing industrial access to that street. <br />Davison asked if the property were divided into three separate lots, <br />and one of the lots sold, if the buyer could come in with a different <br />development proposal. <br />The Planner replied that the City and Gardner Bros. would enter into <br />a development agreement, and all present and future owners of the <br />property would be subject to the provisions of the PUD agreement. <br />If a buyer wanted to make a change, he would have to request an <br />amendment to the development agreement and this would require City <br />approval. <br />DeLonais asked if Gardner Bros. had seen the recommendations of the <br />City Planner. <br />Heller replied that they had and would comply with those recommendations. <br />Page 6 <br />
