PLANNING REPORT <br />northwest associ8ted consultEnts, inc. <br />z ti`s <br />k 'fin 5 <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 7 March 1988 <br />RE: Gardner Bros. - Preliminary Plat and Planned Unit Development <br />FILE NO: 758.09 - 87.70 <br />Lti',o canada /..-_/ <br />BACKGROUND <br />Gardner Brothers has initiated an application for a preliminary plat and a conditional <br />use planned unit development on its property at 455 County Road D. The property adjacent <br />to the west was recently subdivided and sold. To the east is DeSoto Street and R -1, <br />Single Family zoned property. The parcel in question is zoned I -P, Industrial Park. <br />The property to the south is the location of the new Slumberland office /warehouse. <br />The PUD in this case is being requested to allow the subdivision and development of <br />three separate, but integrated buildings and uses. Exhibits illustrating the location <br />(Exhibit A), the plat (Exhibit B), and the proposed development (Exhibit C) are attached. <br />ANALYSIS <br />The principal issue involved in this proposal will be the lack of direct frontage for <br />Lot 2 and its subsequent development. The proposal shows a small office - warehouse <br />facility to the south of the NSP easement. This lot would have legal street frontage <br />on DeSoto Street, but would not be granted access to it, per previously stated City <br />policy. The use of the PUD technique in this project allows a number of advantages. <br />Building size (and thus valuation) is maximized, open space is retained, public main- <br />tenance costs are minimized (by eliminating the need for a new public street to serve <br />the rear building), parking facilities are used more efficiently, thus decreasing <br />impermeable surface, and as a result, overall site runoff is reduced. <br />4601 excelsior blvd., ste. 410, minneapolis, mn 55416 (612) 925 -9420 <br />Page 19 <br />
