The <br />site's developability is inhibited as a result of the NSP easement, and the costs of <br />such a road would possibly outweigh the benefits of the building to the owner. If <br />it were built, a greater percentage of the remaining land would need to be utilized in <br />parking, or in the alternative, the buildings would need to be downsized. We believe <br />the concept presented is a workable, beneficial plan in keeping with City policy. <br />Some details of the PUD have yet to be worked out. The developer has indicated that <br />curbed islands would not separate each parking bay as indicated on the plans. No <br />increase in paved area would be seen, however, since the area shown in the curb islands <br />would be regained in the perimeter area of the parking lot. The parking area as shown <br />appears to have a more than adequate supply of parking. <br />The building setbacks are as follows: 40 feet from public rights -of -way, 15 feet <br />from side lot lines and 20 feet from rear lot lines. Setbacks at all exterior <br />property lines of the PUD are in compliance with the Zoning Ordinance. <br />In preparation for development stage approval, the developer will have to submit the <br />following documents for City review: <br />• Proposed Grading and Drainage Plan <br />The plan will show drainage into the shared pond on the west, then flow into <br />the ditch system along Councy Road D. <br />• Proposed Utilities Plan <br />Utility service to the Lot 2 building will be of particular importance, and <br />may require trunk line service, potentially continuing to DeSoto to the east. <br />• Proposed. Landscape Plan <br />At this time, a conceptual landscape plan would be acceptable. Screening of the <br />parking lot along the DeSoto frontage from the R -1 areas will be one requirement <br />of the landscape plan. <br />• Revised Site Development Plan <br />The final layout must be shown, together with a proposed phasing plan for the <br />PUD. <br />• Revised Preliminary Plat <br />The revision will need to show easement locations for sanitary sewer, water, <br />storm sewer and ponding, in addition to lot line dimensions. <br />Page 20 <br />
