MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 9, 2006 <br />Duray noted Chat Che cul-de-sac variance results from the City's requiring <br />a curve in the road. Duray stated that in usual situations he did not support <br />Che granting of variances. Knudsen agreed, and stated that he is inclined <br />Co be lenient on the variance given the City's requesC that the cul-de-sac <br />have a curve. <br />Duray asked the next step. The City Planner noted that the Preliminary <br />Plat and the Variance are before the Commission for action. If approved, <br />all the specific details will be worked out and incorporated in the Final <br />Plat drawings. The Final Plat will then be presented to the City for <br />approval. <br />Knudsen noted that there has been a lot of discussion of drainage issues <br />relative to this plat, and it appears that the City Engineer and the <br />Watershed District have reviewed and resolved these issues. <br />Duray recommended approval of the Preliminary Plat known as Canadian <br />Woods consisting of eight (8) single-family lots as well as a Variance for <br />cul-de-sac length subject to compliance with the recommendations of the <br />City Planner, City Engineer, and Watershed District, subject to <br />compliance with recommendations of the Parks & Recreation <br />Commission, and subject to the satisfactory resolution of the use of <br />Outlot B. <br />Motion seconded by Knudsen. <br />Motion carried 5 - 0. <br />CONCEPT Mr. Phil Solby, Lauren & Company, appeared before the Commission <br />REVIEW - to present a Concept Review for Richie Place, asingle-family home <br />RICHIE development consisting of 41 units on the property located on the former <br />PLACE Richie property at 2966 LaBore Road. Solby indicated that the <br />development is essentially a senior housing community of 41 detached <br />units that will be association maintained. Solby presented an aerial photo <br />showing the property with the development overlaid on the photo so that <br />the Commission could get a sense of the tree cover on the property. He <br />explained the lay-out of the development including the craftsman <br />bungalow-style homes, the walking path and common areas. Solby <br />reported that each home will be unique and have a custom architectural <br />style. <br />6 <br />
