MINUTES <br />PLANNING COMMISSION <br />JUNE 13, 2013 <br />Knudsen asked if Fischer has reviewed the Code Enforcement Officer's <br />report and asked if he had any questions or issues of concern. Fischer <br />stated that the issue he has is with his ability to rent outdoor storage to <br />businesses located outside of Little Canada. Fischer reported that he <br />currently he rents outdoor storage space to a blacktop company that is <br />located in Ryan Industrial Park. However, he would like to be able to rent <br />outdoor storage to non - Little Canada business as he was allowed under his <br />current CUP. <br />Knudsen reported that the City changed the Code a number of years ago <br />eliminating the ability to rent outdoor storage to non -Little Canada <br />businesses. Knudsen reported that when first considering amendments <br />which would tighten outdoor storage allowances, the intention was to limit <br />outdoor storage to businesses that occupy buildings on the premises. The <br />City then ran into situations where neighboring property owners were <br />working together and some businesses were renting outdoor storage space <br />from adjacent properties. Knudsen noted that while the City was not <br />interested in having outdoor storage as a primary use on a property, it did <br />want to provide some flexibility so that Little Canada businesses could <br />work together. <br />Fischer noted that he needed the revenue from the leasing of outdoor <br />storage space. Knudsen stated that he would not recommend changing the <br />Code to allow the leasing of outdoor storage space to non - Little Canada <br />businesses. He pointed out that the City has worked hard in addressing the <br />issue of outdoor storage. <br />Fischer asked if he made no changes on his property if he would have the <br />ability to rent outdoor storage to non - Little Canada businesses as provided <br />for in a current Conditional Use Permit. The City Planner reported that <br />Ryan Industrial Park property owners had been given the choice to retain <br />existing Conditional Use Permits with the conditions that were in effect at <br />the time the CUP was issued. However, if changes were requested, these <br />property owners were informed that they had to comply with current <br />standards. Under the new standards an Interim Use Permit is required for <br />off -site outdoor storage, and that storage can only be for Little Canada <br />businesses. The Planner also noted the revised screening standards. <br />Knudsen pointed out that these new standards allow some flexibility for <br />leasing outdoor storage space to Little Canada businesses. Knudsen stated <br />that he understands Fischer's position, but again indicated that this is the <br />compromise that the City arrived at. <br />Duray asked about Fischer's ability to rent outdoor storage space to a <br />Little Canada business. The City Planner pointed out that this is the <br />Interim Use Permit that is before the Commission this evening. Duray <br />-2- <br />
