63 <br />3. The CM process provides a "check and balance" on the <br />architect /engineer during design. This eliminates duplica- <br />tion of work in job specifications during bidding. It also <br />can serve to prevent over - design of the project. Lastly, it <br />minimizes the potential for oversight occurring in design <br />which results in some portion of the project not being prop- <br />erly addressed in the plans and specifications.99 <br />4. CM promotes management continuity. The CM's addi- <br />tion of management skills early in the project compliments <br />the designer's skills. There is no gap or shifting of man- <br />agement responsibilities in this process between design and <br />construction. Without management input, both design and <br />construction may be performed suboptimally.100 <br />5. Full -time, on -site supervision is present represent- <br />ing the owner's interest during construction <br />activities.101 Ponge states that the quality of the <br />project is apt to be better under a system where the <br />contractor is not tempted to "cut corners" or cheapen the <br />work in ways that may remain undetected for the first few <br />years of a project's life.
