Utilizing a general contractor, the owner <br />receives protection against subcontractor failure through <br />the GC's bond and also obtains the benefit of specialty <br />contractor competition which leads to lower specialty con- <br />tractor bids.132 <br />12. The multiple contracting technique employed by <br />construction management can increase the paperwork require- <br />ments on staff of participating public entities. It can <br />also be argued that more time commitment is necessary on the <br />part of the public agency involved.133 However, as we <br />discussed in the advantages section, heightened owner aware- <br />ness is an advantage of this process. It should be expected <br />that this benefit will have an offsetting cost. Perhaps <br />some of this increase in time required is necessary no mat- <br />ter what system is utilized if we want successful projects. <br />13. J.B.
