This allows <br />the owner to establish qualifications and standards which it <br />deems important in making a selection decision instead of <br />relying exclusively on the "low bid ". Typically, the selec- <br />tion is facilitated utilizing some type of "request for <br />proposal" format.92 <br />2. The owner achieves heightened project awareness. By <br />having a CM involved in the project from its inception, more <br />alternatives and information are available for the owner. <br />Also, the CM's on -site coordinator will help resolve prob- <br />lems that develop at the job site. 93 <br />3. The use of local contractors is enhanced. Depending <br />on the capabilities of trades located in the project's area, <br />public entities may feel compelled to offer the opportunity <br />for local contractors to be involved in the project. This <br />has obvious economic and political benefits to the <br />jurisdiction. Furthermore, there is a belief that a local <br />contractor working in his own community will provide a high- <br />er level of performance due to pride.94 <br />4.
