MINUTES <br />PLANNING COMMISSION <br />JANUARY 12, 2006 <br />CONDITIONAL Brenda Meyer, B & B Meyer LLP, appeared before the Commission <br />USE PERMIT - requesting a Conditional Use Permit to allow abilliard/amusement <br />2900 RICE hall as a commercial recreation use in the PUD District. As part of <br />STREET - that CUP, Meyer requested a 4 a.m. closing time as well as reported <br />COLISEUM that they have applied fora 3.2 Intoxicating Malt Liquor License. <br />BILLIARDS Meyer reported that a billiard hall has been in operation at 2900 Rice Street <br />since 2000, first under the ownership of Mike Melloy, and for the past 9 <br />months under the ownership of Ahmed Alriffi. Meyer reported Chat she and <br />her husband are now taking over ownership of the billiard hall Their <br />planned hours of operation are 11 a.m. to 2 a.m., but would like the ability <br />to stay open until 4 a.m. if the business grows. Meyer reported that both <br />she and her husband have business management backgrounds, and plan to <br />be in the billiard hall for the long-haul. Meyer reported thaC they will offer <br />competitive rates and will riy to build the business. <br />Knudsen asked if there has been an erosion of business since Mr. Melloy <br />sold it. Meyer replied that there has been and the reasons that she has heard <br />relate to a lack of cleanliness and upkeep of the tables and equipment and a <br />lack of product in the snack bar. <br />Duray asked if the business has been closed for any period of time. Meyer <br />reported that it has not. They are currently operating under Mr. Alriffi's <br />CUP and noted that he stops in the business two to three times per week. <br />Meyer reported that they closed on the business December 29, 2005. <br />Duray asked if there have been any problems at the billiard hall. Meyer <br />replied that in checking with the Sheriff Department there have been no <br />problems with the billiard hall. <br />Knudsen asked about the approved hours of operation under Mr. Alriffi's <br />CUP. The City Clerk reported that Mr. Alriffi had approval fora 4 a.m. <br />closing time with Che stipulation that the posted closed time remain at 2 a.m. <br />The Clerk also noted Chat while Mr. Melloy had a 3.2 Intoxicating Malt <br />Liquor License, Mr. Alriffi did not. <br />Meyer reported that they are not requesting a 2 a.m. license for the malt <br />liquor, but would abide by the 1 a.m. time to stop liquor sales. Meyer also <br />reported that they would restrict liquor sales and consumption to the back <br />room similar to how Mr. Melloy handled beer sales. <br />Jon Hall asked how big the back room area is, and how sales and <br />consumption would be restricted to the back room. Brian Meyer replied <br />that it is approximately 3,000 square feet. Brenda Meyer reported that Mr. <br />Melloy utilized portable counters for the bar. Meyer indicated that the <br />-2- <br />
