MINUTES Planning Commission Sept. 13, 1984 Duplexes (Cont.) Open & Outdoor Storage St. Croix Screenprint Motion seconded by Mrs. Kingsbury. Motion carried 7 — 0. The Planner explained that the text amendment before the Commission for onen and outdoor storage is to make this storage a permitted use in an industrial area. This would be consistent with other uses in industrial. Mr. DeLonais stated that the amendment provides that outdoor storage should be surfaced or grass. Mrs. Kingsbury asked if by surfacing, the area could be gravel. The Planner replied that it would have to be surfaced with a dust— control substance. Mr. Davison stated that there are alot of businesses that load materials with tractors and a blacktopped storage area would not be practical. Grass would also be a problem. Davison also stated that requiring all these areas to be blacktop would add a lot of run —off and may cause drainage problems. Mr. Deface stated that he felt that surfacing of a storage area should be considered on an individual basis cn that the City could be creative as to the type of business proposed. Mr. Deface stated that he feels that the City is trying to achieve something that will govern everyone, and this cannot be clone. Deface stated that the ordinance should be able to he adapted to every business that comes in. Mr. Critt:man stated that if this was a permitted use, the City would not have the control it does under a conditional use permit. Mr. Ducharme recommended that the text amendment on open and outdoor storage be tabled for further study. "lotion seconded by Mr. French. Motion carried 7 — 0. Mr. DeLonais stated that there was concern about a semi backti_ng in for the St. Croix Screenprint operation. The Planner stated that this item should not be on the agenda as St. Croix Screenprinting has not made application yet and he has not reviewed a site plan. Parse
