MINUTES <br />Planning Commission <br />Sept. 13, 1984 <br />Duplexes <br />(Cont.) <br />Open & <br />Outdoor <br />Storage <br />St. Croix <br />Screenprint <br />Motion seconded by Mrs. Kingsbury. <br />Motion carried 7 — 0. <br />The Planner explained that the text amendment before the Commission for <br />onen and outdoor storage is to make this storage a permitted use in <br />an industrial area. This would be consistent with other uses in <br />industrial. <br />Mr. DeLonais stated that the amendment provides that outdoor storage <br />should be surfaced or grass. Mrs. Kingsbury asked if by surfacing, <br />the area could be gravel. The Planner replied that it would have to <br />be surfaced with a dust— control substance. <br />Mr. Davison stated that there are alot of businesses that load materials <br />with tractors and a blacktopped storage area would not be practical. <br />Grass would also be a problem. Davison also stated that requiring all <br />these areas to be blacktop would add a lot of run —off and may cause <br />drainage problems. <br />Mr. Deface stated that he felt that surfacing of a storage area <br />should be considered on an individual basis cn that the City could <br />be creative as to the type of business proposed. <br />Mr. Deface stated that he feels that the City is trying to achieve <br />something that will govern everyone, and this cannot be clone. Deface <br />stated that the ordinance should be able to he adapted to every <br />business that comes in. <br />Mr. Critt:man stated that if this was a permitted use, the City would not <br />have the control it does under a conditional use permit. <br />Mr. Ducharme recommended that the text amendment on open and outdoor <br />storage be tabled for further study. <br />"lotion seconded by Mr. French. <br />Motion carried 7 — 0. <br />Mr. DeLonais stated that there was concern about a semi backti_ng in <br />for the St. Croix Screenprint operation. The Planner stated that this <br />item should not be on the agenda as St. Croix Screenprinting has not <br />made application yet and he has not reviewed a site plan. <br />Parse <br />
