NORTHWEST ASSOCIATED CONSULTANTS INC. <br />PLANNING REPORT <br />TO: .• Little Canada Mayor and City Council <br />Little Canada Platj4ing Commission <br />FROM: David Licht <br />DATE: 4 September 1984 <br />RE: Bunde - PUD Request <br />FILE NO: 758.09 - 84.24 <br />SEP 5 1984 <br />CITY OF <br />LITTLE CANADA <br />BACKGROUND <br />Mr. John Scully, the owner of a fairly major sized tract of land north of <br />Beam Avenue was permitted by the City to subdivide a portion of his property <br />with the apparent intent to have adjoining owners on Beam Avenue purchase <br />the lots and add them to their property (see Exhibit A). The six lots were <br />freestanding, legal parcels but lacked public road frontage. As such these <br />lots are nonconforming and the Zoning Ordinance prohibits the granting of <br />building permits or use of the land for anything but open space. <br />Mr. George Bunde, the petitioner at hand wishes to place a small sized build- <br />ing on his adjoining parcel to the north. The initial approach was to simply <br />go through the subdivision process and combine both of Mr. Bunde's parcels into <br />one. This approach was thwarted as a consequence of two separate financing <br />agreements and the County as a result not being willing to record the <br />combination. <br />An approach which the City has utilized in similar situations in the past, <br />such as the Kimmes request, is to have the petitioner pursue a planned unit <br />development. Under this procedure, assuming the request is approved, a <br />contract is formulated indicating that both parcels are to be treated as <br />one under the City Development Codes. This contract is then recorded against <br />the titles of both parcels. Lacking any other alternative, Mr. Bunde is <br />pursuing this course of action. <br />REQUEST EVALUATION <br />Exhibit B illustrates the proposed lot (see Lot Three plus the southern lot, <br />Exhibit A). The proposed parcel greatly exceeds Zoning Ordinance standards <br />and therefore is viewed as acceptable. The only additional requirement which <br />should be imposed is that a six foot drainage and utility easement, as specified <br />by the.
