NORTHWEST ASSOCIATED CONSULTANTS INC. <br />PLANNING REPORT <br />TO: Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />FROM: James Vick <br />DATE: 31 July 1984 <br />RE: R & S Automotive - Conditional Use Permit <br />File No: 758.09 - 84.21 <br />BACKGROUND <br />In 1982, when R & S Automotive last proposed to expand their business, there <br />was considerable debate over traffic circulation in the area. The south par- <br />cel which they planned to build on was land - locked, the road easement dedi- <br />cated to serve the parcel was not feasible, and an alternative route could <br />not be worked out. After four months of litigation, R & S withdrew their <br />application. <br />While no construction has occurred on the R & S property since that time, <br />the business has expanded by increasing their storage of wrecked automobiles <br />onto their property to the south. An automotive junk yard is allowed as a <br />conditional use in the I -1 District, but unrestrained, this expansion has <br />resulted in a host of Ordinance violations. <br />At the 27 June City Council meeting, R & S presented an application for a <br />conditional use permit to bring their operation into conformance with City <br />Code. Again, traffic circulation became an issue, and due to conflicting <br />interests on the road easement, the issue was - tabled for evaluation by the <br />City Attorney. The Attorney has determined that the road easement is not <br />valid since it was never properly recorded. We must now evaluate the alter- <br />natives. <br />ISSUES AND ANALYSIS <br />Circulation Alternatives. As demonstrated in the minutes from City Council <br />meetings of July, August and September of 1982, an alternative road for cir- <br />culation is not feasible. In a meeting with the applicant, we have suggested <br />that all three parcels owned by R & S be combined to eliminate the possibility <br />of the southern parcel from becoming an independent business and thereby eli- <br />minating the need of a road.
