Such an agreement would require these parcels <br />to be used for one principal use. In addition, provisions for a security <br />bond to ensure that site improvements are completed can be written into <br />this agreement. <br />Road Improvements. Woodlynn Avenue is capable of handling the traffic <br />generated by the site, but it is in need of improvements. Blacktop and <br />curb and gutter end just beyond Empire Bucket. The remainder of the street <br />has become undefined and used for storage and parking by R & S to the point <br />where it is a hazard to public safety. The necessary improvements include <br />pavement, curb and gutter, and a cul -de -sac for a turn around area. City <br />Code should be strictly enforced to prohibit storage and parking on the <br />public street. <br />Parking. Thirty -nine parking spaces are required for the property in <br />question. The site plan attached as Exhibit B shows a proposed layout <br />for parking. The six stalls west of the building should be clearly marked <br />as "Customer Parking Only" and not used for vehicles waiting repair or <br />employee vehicles. Curbing should be placed where these stalls extend <br />beyond the building. The two stalls placed in front of the fence on the <br />blacktop driveway should be removed as traffic moves on all sides of this <br />area. <br />Landscaping and Screening. A landscape plan should be required as part of <br />the PUD. All areas not specifically authorized as parking spaces, drive- <br />ways, loading areas and storage space should be grass sodded or seeded. <br />The salvage yard should be screened from all directions. A dense screen <br />of tall_growing evergreens (Spruce, Austrian Pine, etc.) is recommended <br />for the south and east border. A solid fence at least six feet high which <br />will obscure view should border the west and north side of the salvage lot. <br />RECOMMENDATION <br />Recommendation is made to approve a Conditional Use Permit for auto salvage <br />at R & S Automotive subject to the following conditions: <br />1. Road improvements are required on Woodlynn Avenue. <br />2. A Conditional Use Planned Unit Development is approved. This agreement <br />shall include the following requirements. <br />a. The three parcels owned by R & S shall be treated as ona, <br />limiting this property to one principal use. <br />
