This design involves a straight <br />north -south connection to the east end of Woodlyn Avenue. While this scheme provides <br />access to the currently landlocked parcels, it involves encroachment on the St. Paul <br />Waterworks property for right -of -way purposes (the road surface itself may be able to be <br />constructed to the west of the S.P.W. property). A second problem with this scheme h <br />that an unusable triangle of land is formed between the road and the Waterworks property <br />at the north end. 4 l <br />
