SPECKER <br />Deputy Director <br />In your letter of July 18, you refer to the Mn /DOT Bridge Widening Par- <br />ticipation Guidelines. As you know, the cost splitting formula in these <br />Guidelines is an issue that I have vehemently opposed. I cannot recommend <br />to the County Board that Ramsey County participate in the Mn /DOT bridge <br />widening costs as requested. The study report indicates that the primary <br />problem associated with this bridge is the lack of provision for left turns <br />and the proposed solution is to provide sufficient lanes for the left turn <br />movements. The Mn /DOT bridge cost participation breakdown identifies addition <br />of lanes for left turn provision as being 100 percent Mn /DOT cost. It appears <br />to us that regardless of the participation principles involved, in this <br />particular case 100 percent of the bridge widening costs are attributable <br />to Mn /DOT. However, I have discussed this matter with Joseph Chlebeck, Clerk <br />of the City of Little Canada. He indicated that if it were necessary, to <br />get this project underway, the City of Little Canada would consider providing <br />the local funds requested. I believe municipal state aid highway funds <br />could be used for this participation. <br />As the construction of Little Canada Road east of Centerville Road is a <br />necessary part of the project, we believe that it should be eligible for <br />federal funding on the same principles as the other portion. Although we <br />are asking you to request additional federal funding for that portion which <br />has been identified as our portion of the project, we do not want that request <br />to delay the project in any way. After our meeting with Little Canada, I feel <br />very confident we have a workable participation arrangement. We will partici- <br />pate as outlined below and will request the necessary County Board resolutions <br />required to expedite the project. <br />14. <br />
