-2- <br />We concur in your request to provide funding for the construction of Little <br />Canada Road to the east of Station 14 +00- Equation- 56 +60, assuming all work <br />will be eligible for county state aid highway funding. I believe in order <br />to be eligible, the minimum width of the road, face of curb to face of curb, <br />must be 50 feet. <br />Another concern is the 0.20% grade. Earl VanBerkom may want to check if State <br />Aid will approve that as a minimum grade. <br />We will assume the construction costs on Centerville Road so long as they too <br />are eligible for county state aid highway funds. As you know, Centerville <br />Road is a county road - -not a county state aid highway. However, I believe <br />that the proposed construction would be eligible because it is connecting to <br />Little Canada Road, a county state aid highway, and the construction is <br />necessary,to make the Centerville /Little Canada Road intersection operate <br />properly. <br />My staff is concerned about the warrants for the proposed Little Canada Road <br />and Centerville Road signal. The proposed construction of the intersection, <br />adding turn lanes, may remove existing warrants. If the signal is warranted <br />as part of the overall warrants for the interchange, please request federal <br />participation in this signal. If federal participation is not available, the <br />signal would be funded, under current policy, two - thirds CSAH and one -third <br />County Road and Bridge. If the signal is not warranted under CSAH procedures, <br />we recommend it not be constructed because the total construction cost would <br />be County Road and Bridge funds. We would then construct the signal at some <br />future date when it is warranted. <br />As you know, Little Canada is very anxious to get this project under construc- <br />tion. Joe Chlebeck indicates a willingness to participate in the bridge con- <br />struction and the City's portion of the CSAH improvement in accordance with <br />present policies, which include the City acquiring all necessary road rights <br />of way and construction easements for the proposed construction. <br />The City also would like a cost breakdown of three alternates for the construc- <br />tion of Little Canada Road: 1) terminating construction immediately east of <br />Centerville Road; 2) the present proposal limits; and 3) extending the proposed <br />construction to McMenemy Street. We believe this request is reasonable as <br />the cost breakdown for City participation and proposed assessments may be sub- <br />stantially affected by the extent of the improvement selected. When we receive <br />your cost estimate for these three alternates, we can furnish Little Canada <br />with a breakdown of the City's estimated portion of the costs. <br />The City has also requested an extension of bike path construction along the <br />east side of Centerville Road from Little Canada Road northerly to' an existing <br />pathway on Water Department right of way near the end of the proposed construction <br />
