CANADA <br />BACKGROUND <br />Lianne LaBore, owner of the Tom Thumb on Lake Shore Avenue, has applied for <br />a variance from the Ordinance requirement that no parking be allowed within <br />the public right -of -way. Currently, traffic in the parking lot is confusing <br />and congested, due in part to the location of the northernmost access driveway. <br />The proposed design shows a one -way circulation with angle parking on both <br />sides. <br />ANALYSIS <br />This proposal raises a policy issue for the City. While the variance request <br />does not meet the requirements of the Ordinance with regard to hardship, the <br />ment. The situation <br />ofrproblemssrwith <br />maintenance and administration. Among these are ownership and easements on <br />the site, snow removal, snow storage, and general maintenance. Also, the <br />question of who will pay for any necessary utility work in the street or <br />easements, along with any associated street repair, would have to be settled <br />beforehand. <br />Approximately 18 cars can park in a head -in fashion under the current arrange - <br />rowtof thesdouble- stackeddarrangementh would nextend intopthes public vright-of- <br />way approximately 11 feet. By reducing the angle parking to 30 degrees (an <br />unusually "steep" angle), the double stack design could be accommodated <br />entirely on the shopping center's property, although the number of spaces <br />would be reduced back to 18 stalls.
