MEMORANDUM <br />TO: <br />FROM: <br />northwest associated consultants, inc. <br />Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />Stephen Grittman <br />DATE: 5 November 1984 <br />RE: St. Croix Screen Print Conditional Use Permit <br />FILE NO: 758.09 - 84.46 <br />In October of 1983 St. Croix Screen Print applied for and received approval for <br />a text amendment to the Zoning Ordinance. The amendment provides for screen <br />printing operations combined with a small amount of retail sales as a conditional <br />use in a B -3, General Business District, subject to certain requirements. While <br />commercial printing facilities are provided for in the Business - Warehousing <br />District, the inclusion of retail sales, however, limited, aligned such a use <br />more closely with the B -3 types of uses. It was categorized as a conditional use, <br />however, to allow the City some regulation over the B -W portion of the land use. <br />St. Croix Screen Print has applied for the conditional use permit necessary to <br />open and operate their business. The following section reviews the submission. <br />ANALYSIS <br />As a conditional use, the ordinance lists five provisions for approval of the <br />application: <br />1. Noise does not exceed standards by the City Code and does not infringe <br />upon neighboring properties. <br />2. No outside storage occurs on the site. <br />3. Adequate space is provided for loading facilities which do not disrupt <br />parking or access circulation. <br />4. Signing for the activities is in compliance with the limitations of the <br />provisions of this Ordinance. <br />5. The provisions of Section 921.O1O.C.
