No variances have <br />been requested; the application is for a site plan review. <br />ANALYSIS <br />Several problems are apparent with the plan as submitted. Primarily, the <br />expansion is a separate building rather than an addition. This creates <br />the need for a Planned Unit Development application, as there would be <br />two principal uses on the same lot. <br />The parking arrangement also has some significant problems. An adequate <br />number of spaces are provided, however, the design and dimensions of the <br />parking area do not conform to the Ordinance design standards. First, the <br />curb cut from Spruce Street is shown to be about 72 feet. The maximum <br />allowable curb cut is 24 feet. As a part of the site improvements, the City <br />should require that the driveway opening be brought into conformance. <br />Secondly, the parkiiig area is shown to be aggregate surface, covering the <br />site all the way to the lot line. The Zoning Ordinance requires that all <br />parking areas must be surrounded by a perimeter curb, and that the curb is <br />at least five feet away from any lot line. The five foot strip must be <br />landscaped with shrubs or grass. The Ordinance further states that metal <br />buildings must be surrounded by a curb no closer than five feet from the <br />building.
