Traffic <br />circulation in the area was a major concern at the time, and Resolution No. <br />81 -4 -199 approving the Zilge property division and subsequent acquisition <br />by R &S was passed, contingent upon the granting to the City of a 40 foot <br />road easement along the Water Works property. In 1982, when R &S proposed <br />their expansion, the road easement proved to be a poor choice. Street <br />topography, as well as the fact thata building was located on the easement <br />limited its feasibility as a road. Minutes from City Council meetings of <br />July 14, July 28, August 11, and September 22 refl ect a lengthy debate for <br />an alternative circulation pattern in the area. Council members expressed <br />that without the road issue solved, R &S could not be allowed to develop <br />the back of its property. The issue was tabled on September 22 and no <br />longer pursued. <br />While no construction has occurred on the R &S property since that time, the <br />business has expanded by increasing their storage of wrecked automobiles <br />onto their property to the south. An automotive junk yard is allowed as <br />a conditional use in the I -1 District, but unrestrained, this expansion has <br />caused a gross lack of landscaping and screening, an unauthorized building <br />and salvage storage on a public street easement, and increased traffic on <br />an unimproved road. To compound the traffic situation, the public right - <br />of -way on Woodlynn Avenue is used for the parking and storage of vehicles. <br />Amendment of these ordinance violations must be an intregal part in the <br />evaluation of a conditional use permit for R &S Automotive. <br />17 <br />1820 minnctonka bouhv<rrd, suite 420 minno ipohs. mn 12:92h- 9.120 <br />
